Principal

Graham Wogan is a principal of Pine Basin, the platform behind Capstan National, Budwine Marine Consultants, and Glenn Industrial Group.

He spent 17 years at Canal Barge Company, joining as a Management Analyst and advancing to Assistant Vice President. He came up on the analytical side of the business before moving into commercial leadership, where he ran fleet logistics, customer service, commercial strategy and account management for complex cargo movements and the company's highest-value clients. That progression — from measuring how assets perform to negotiating what they're worth in the market — is the same discipline that underpins credible marine appraisal.

In December 2024, he acquired Budwine & Associates and River Services Company, and has since built Pine Basin into a three-company platform spanning marine survey, commercial and utility diving, and appraisal.

He is a Waterways Journal 40 Under 40 honoree and has served on the board of the River Industry Executive Task Force. He lives in New Orleans with his wife Molly and their three children.

President

Chris DeCamps brings a practical, well-rounded perspective to marine valuation and appraisal, grounded in more than 20 years of operating experience, financial expertise, and industry knowledge. He began his career as a deckhand and tankerman aboard Vane Brothers tugs and barges operating throughout the Eastern Seaboard of the US and Gulf of Mexico. He went on to hold management positions in operations, finance, insurance, and logistics, working from offices in Philadelphia, New York, and Baltimore. Chris is a graduate of the AB to Mate Program at the Maritime Institute of Technology and Graduate Studies. He has an MBA from the Wharton School, where he majored in finance, and a U.S. Coast Guard 1,600-ton Master’s license. Chris lives in Baltimore with his wife, Debbie, and their two daughters.

Senior Appraiser & Marine Surveyor

Sam Littlefield is an Accredited Senior Appraiser (ASA) and Certified Marine Surveyor (NAMS-CMS) with more than a decade of hands‑on experience inspecting and evaluating barges, towboats, ships, cargo, and yachts throughout the inland river system, the Great Lakes, and the commercial marine sector. His technical background includes condition and valuation surveys and appraisals, damage investigations, cargo inspections and claim handling, draft tonnage calculations, on and off hire surveys, and ultrasonic thickness gauging. This extensive field experience as a Marine Surveyor provides a strong technical foundation for the accurate appraisal of marine assets.

Sam has overseen multi office survey operations, managed field teams, and built strong working relationships with insurers, vessel owners, shipyards, and maritime stakeholders. He is recognized for producing clear, defensible survey and appraisal reports supported by disciplined methodology, reliable inspection data, and practical industry insight. His work supports informed decisions related to acquisition, financing, insurance, compliance, and fleet management.

He holds professional credentials as an Accredited Senior Appraiser with the American Society of Appraisers and as a Certified Marine Surveyor with the National Association of Marine Surveyors.

In his spare time, Sam enjoys canoeing and camping with family and friends, and salmon fishing on Lake Michigan.

Hartley Crunk brings over a decade of banking and financial analysis experience to the specialized field of commercial vessel valuation. As Founder & CEO of reeflyne, she provides strategic advisory services to maritime companies, combining rigorous financial analysis with deep industry knowledge of the waterways sector.

Prior to launching reeflyne, Hartley spent 13 years at Hancock Whitney Bank, where she developed customized financial solutions across lending, deposits, cash management, and business investments — sharpening her ability to assess risk, structure deals, and translate complex financial data into clear, actionable recommendations for clients. Her earlier career includes real estate investment banking at SunTrust Bank in Atlanta and private banking at JPMorgan in Baton Rouge and New Orleans, giving her a well-rounded foundation in credit analysis, valuation methodology, and client advisory work across multiple asset classes.

Hartley applies this same analytical discipline to vessel valuation — assessing vessel condition and utility, analyzing cash-flow potential, and benchmarking assets against freight rates, fuel costs, and regulatory factors specific to towboats, barges, and other fleet assets. Her banking background gives her a lender's-eye view of what drives asset value and creditworthiness, while her lifelong connection to the water — she's a competitive sailor and Board President of the Olympic Sailing Association in New Orleans — grounds her work in genuine maritime fluency rather than purely theoretical finance.

A New Orleans native and graduate of Washington and Lee University, Hartley holds leadership roles across several civic and industry organizations, including the Preservation Resource Center, Washington & Lee's New Orleans Alumni Board, and the Women's International Shipping & Trading Association (WISTA).

Manager | Administration

Sarah is the Manager of Administration with Budwine, overseeing customer-facing billing, financial reporting, and documentation processes. She ensures accuracy, timely communication, and smooth experience of internal and external stakeholders.

She has prior maritime experience in logistics, business process and technical system administration. Before joining Budwine, she worked as a Logistic Coordinator, Logistic Specialist, and Analyst, dispatching and managing boats and barges on the Illinois, Mississippi, and Ohio Rivers.
